Section 31

This was the name of an officially non-exisiting self governing covert organization which did the Federations dirty work while the Federation turned a blind eye.

Luther Sloan

Being an opertive of Section 31, he saw his action protecting the Federation. He cut contact from his family and friends in order to protect them. He violated certain parts of the Prime Directive in order to protect the whole.

In 2374, he got Bashir involved and gave him his first assignment, observing the government in an upcoming conferance. He was later assinated for knowing to much.
